It's based on an old method, as newspaper editors and magazine publishers have been using headlines like that for many years. It's kinda like the circus barker calling people to come inside to see the bearded lady. It makes you WANT to click that link, just out of curiousity.
Some linkbait titles are outright lies just to get surfers to click, while others are merely sensationalistic rewording of the truth. For example, if you have an online jewelry store and wanted to announce a sale, then instead of the usual "We Now Offer 30% Off All Diamonds", you could say something like "Internet Thief Stole Our Jewels!!", and then explain that your new sale is so great that it's almost like stealing!
It's about doing what you can to grab a surfers attention as they bounce from one site to another. You want them to STOP at your site and take notice of what you have to offer.
